A Warning for Keir Starmer from His Personal Past: If You're Not Bold regarding Britain's EU Exit and Europe, His Labour Rivals Shall Be.

Back in 2018, it took just eight words to electrify a Labour conference demonstrating the party was falling out of love with Jeremy Corbyn. While not precisely stirring rhetoric, the words met with wild cheering as delegates rose in an impromptu ovation.

When the noise subsided, the then-Brexit spokesman, stood at the podium, blinking in surprise. He wasn't really accustomed to his speeches producing such a reaction. All he had said was: "We are not excluding remain as an option". Context, however, is key.

In that deeply polarized period in 2018, straying from the prepared script like this was inevitably viewed as laying down the gauntlet to the party leader, who sought to prioritize Brexit voters in key constituencies over the pro-European instincts of his party. In just one speech, this grey-suited shadow Brexit secretary underwent a transformation – if only for a while – into a political gambler who championed most Labour MPs, members and voters against the leadership he would later replace.

The Evolution of Stance and Settled Issues

In the years since, much has happened, not least to Starmer himself. One of his first acts after taking over in 2020 was declaring the Brexit issue had been settled by the 2019 general election. During the most recent campaign, he consistently stressed manifesto “red line” commitments that ruled out rejoining the EU, the single market or a customs union.

Like his predecessor, the PM's approach has focused on winning pro-Leave voters in key seats, despite polling evidence indicates a significant number have died or changed their minds.

Pressure Building on the EU

However, it’s now the prime minister’s turn to face the pressures of being a party leader. And, if Europe is no longer the central crisis of British politics, the cap that has been kept firmly shut for five years is beginning to rattle again.

The Prime Minister and Chancellor have intensified their language about the devastation caused by Brexit has inflicted on the UK’s economy. It’s a useful stick with which to beat Nigel Farage, who seldom discusses his flagship policy was his primary goal and remains his sole political accomplishment.

And yet, the extent of the economic harm, reportedly has resulted in an economy that is between 6% and 8% smaller compared to EU membership, dwarfs the minor adjustments so far offered by the government. Starmer’s so-called re-set deal agreed with Brussels in 2024 offers economic benefits measured in low decimal points.

Cabinet Divergence and Bolder Ideas

Rachel Reeves is one of those trying to overcome entrenched Home Office resistance to an expansive version designed to boost growth program for young people allowing young people can travel between the UK and the EU for work or study.

The deputy prime minister muses openly about the clear advantages of being in an EU customs pact, as several Labour backbenchers, such as the head of the powerful finance committee, last week supported an opposition proposal on customs union membership.

Although the Europe minister, who oversees EU policy, who is now attending every cabinet meeting, insists the firm boundaries remain unchanged, there exist avenues to work around them. A proposal would be to announce the start of negotiations now on a much bolder deal, to be featured in the next manifesto, with implementation only if Labour won a new electoral mandate.

The Prime Minister's Deep-Seated Doubts

However, Starmer has most recently pouring cold water on the idea cautioning that a return to a European customs area would “unravel” the commercial agreements with the US, which he regards as key accomplishments of his government.

It is understood that Starmer's doubts run even deeper, and is rooted in several key concerns.

  1. First, he believes any customs union agreement is now much harder as ministers are busily de-aligning from EU regulations across a range of policy areas, including the environment.
  2. Secondly, the exorbitant price set for the UK for entry into a European defense initiative and the ensuing failure of negotiations has convinced UK negotiators that European nations are less interested in cutting special deals to the UK and are more focused on demonstrating that Brexit does not work.
  3. Lastly, the new US national security strategy, praised by Moscow, is seen by key advisors in Number 10 as grounds for Britain to keep its distance from the EU.

A Bizarre Strategy and Strategic Considerations

This bizarre and terrifying American strategy paper asserts Europe faces “civilizational erasure” because of immigration. It contains only one reference to Britain, placed beside a proposal that the US government may interfere in British politics to encourage the rise of nationalist movements.

But, far from deciding that this makes America an unreliable partner, the government is worried that aligning closer with Europe could upset the global balance by endangering fragile US military support for Ukraine, Nato and much more besides.

Leadership Speculation & The Ghost of 2018

All of which returns us to 2018. Starmer has always said that address was not an attempt for the leadership but merely an attempt to preserve the “option” of staying in the EU in a future vote. In fact, back then, Starmer still favoured a tailored trade agreement similar to the one he now appears to be opposing.

But it’s not been lost on Downing Street have noticed that Wes Streeting, widely considered would be a candidate in any leadership election, is part of a clutch of cabinet ministers signaling they desire greater ambition regarding the EU.

Staff for Angela Rayner, another likely contender in a future race to replace Starmer, insist she won’t discuss her stance regarding a customs pact because it would only “fuel unnecessary gossip”.

The Clear Danger & A Prudent Reminder

The danger is obvious. If Starmer rules out more meaningful steps towards a close relationship, he allows rivals to occupy the space where the overwhelming majority of the party's supporters reside.

It would be prudent of him to recall the effect just a few words had for him in 2018. There are options for a major proposal on Europe that the prime minister ought to consider; he should prise them open personally, before someone else adopt them as their own.
