Colombian President, Gustavo Petro, is undertaking a critical journey to Washington to meet US President Donald Trump. This marks the first face-to-face meeting between the two leaders following an extended period of rising tensions and sharp exchanges.

Although the two men were polite in a phone call after a January American action, Petro has since said he believes there is a "genuine danger" of armed intervention targeting Colombia. Trump, for his part, has previously remarked that a military operation in Colombia "sounds good".

The upcoming meeting comes after months of the two leaders trading barbs. Petro has repeatedly criticised repeated US strikes on alleged drugs boats in the Caribbean and Pacific, as well as the White House's border policies.

A significant portion of that border is under the sway of the ELN. This Colombian guerrilla group, founded in the 1960s, controls narco-trade, extortion, smuggling, and illegal mining in border states and allegedly collaborates with compromised officials within the Caracas administration.

For Trump, addressing the threat of the ELN will be crucial to ensuring safety for US companies engaged in Venezuela's energy sector. Analysts point out that the ELN has the potential to disrupt economic ambitions by targeting foreign investors and employees, as it has in the past done in Colombia.

Drug War Cooperation

An equally pressing matter for the two presidents will be the struggle against drug trafficking from Colombia, the global largest source of the narcotic. Earlier this year, Petro instituted a halt on information exchange with US authorities after Trump's threats.

The US has, in turn, formally listed Colombia as a country that has "demonstrably failed" in combating the narcotics trade. It has also enacted sanctions on figures in Petro's government, encompassing the president and members of his family.

"Combating the cocaine trade is impossible without Colombia," stated a analyst. "Any move to cut off Colombian intelligence could also undermine all enforcement efforts."

Potential Outcomes

Despite multiple areas for cooperation, the potential for a clash exists. "The US President's stance can be volatile," observed a ex-official. "My suspicion is that Petro will walk in with some offers to avert Trump's ire... However, it's unpredictable."

But for Petro, even a contentious encounter could be advantageous. His time in office concludes in the coming months, and the outcome of the meeting could influence the electoral chances of his chosen candidate.

"In some ways, he's kind of in a win-win position," noted a regional expert. "A positive outcome takes the air out of opposition arguments... If talks sour, he's protecting Colombian interests. He could use that in his favor."
