English Local Authorities Plan to Sell Off Community Hubs and Sports Centres to Manage Finances

According to a recent poll of municipal councils, UK councils are planning to sell social clubs, sports centres, and shopping arcades as they rely on a fire sale of assets to balance the books.

Increasing Fiscal Challenges Prompt Asset Sales

A coalition of councils for second-tier cities in England stated that 60% of councils are planning to dispose of properties to meet the escalating costs of social services for vulnerable individuals.

Local governments have previously come under fire for disposing of playing fields and open spaces to shore up their finances, but they argue they must continue to raise vital cash from property disposals or declare themselves bankrupt.

This coalition noted that a high proportion of authorities attempting to raise money from a quick sale of assets marked “a distinct shift from 2024, when the majority (six in ten) of municipal officials said they would focus on restructuring services and using savings to weather growing fiscal pressures.”

Detailed Cases of Planned Sales

One local authority in southeast England said its asset disposal plan featured the disposal of a retail complex in Rainham and a social club in Rochester to raise £20m over five years.

  • Gillingham golf club and business parks owned in two English counties, which all provide rental income for Medway council, will additionally be disposed of under the plan.

Local Levy Increases and Broader Fiscal Pressures

The survey of councils in the key cities group, which includes several urban centers, also found that over seven in ten of authorities will have to increase council taxes next spring to address the rising cost of essential services, higher levels of homelessness, and a persistent accommodation deficit.

The authority said it will press ahead with asset sales after steep rises in the cost of youth support, special educational needs and disability (Send) provision, elderly and disability services, and short-term housing.

“We are adopting innovative approaches but certain measures require time to deliver both improved services and financial savings,” stated Vince Maple.

He continued: “We face population challenges which will continue to increase the pressures we have. As a local government body, we had a drastic reduction in our central funding from over the past decade, which is extremely difficult.”

National Patterns and Forecasts

Research of county councils recently further found council budgets being strained by the increasing figures of children and adults requiring special educational assistance.

A network of councils projected that council deficits will reach £4.4bn a year by the end of the decade, as they grapple to manage rising needs.

Ministers have delayed scheduled changes to the Send system until next year after a white paper outlining those reforms has been postponed.

Disadvantage and Funding Shortfalls

According to the most recent indices of deprivation (the Index of Multiple Deprivation) covering English councils, several key cities members were included in the most deprived in the country.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the most deprived 30 nationally under the latest deprivation indices,” said the report.

“While only a single urban area is among the ten most deprived for disadvantaged communities countrywide, urban areas are far more likely to be in the worst-off 20% of the nation. The data underscores the scale of difficulties facing municipal officials across major urban centers in the next twelve months,” the analysis concluded.

“Local government leaders have been clear about the necessity for a fair and sustainable funding system that reflects and responds to the real levels of disadvantage and need,” stated Michael Mordey.

“Without this, local authorities will continue to face difficult decisions around which vital provisions to fund, and which to reduce, to the disadvantage of their communities.”

A fifth of councils have cut or compromised care services in the last year, the study found.
